Methods (even though there is currently only one at the moment) to fix the framerate issue in Sonic the Hedgehog 4: Episode II on Windows. There are likely many ways to fix this issue on different versions of Windows on different types of hardware that have yet to be documented.
To fix the framerate issues in Sonic the Hedgehog 4: Episode II on Windows 11, you will need to change the refresh rate to 60 Hz. To do this, open the Settings, then navigate to System > Display > Advanced display. After that, go to Choose a refresh rate and change it to 60 Hz.
